After reading the briefings in the media on the report to be launched today by Alan Milburn it is clear that it is just another cop out.
The report is merely a statement of the blindingly obvious and a complete cop out of tackling the real issue of the growing inequality in our society. We know already that private schools with their massive resources are better crammers to get their privileged students into universities and that middle class parents are able to subsidise their children through the unpaid work needed to enter professions like the law and journalism. The lack of social mobility is just a symptom of the grotesque inequality gap in our society which New Labour ministers like Alan Milburn caused to widen under their watch.

Actually the DSCF spends about GBP 9K per pupil per year, pretty much equal to the average private day school. The reason that social mobility is so poor is that useless teachers in state schools never get sacked and therefore a majority of state comprehensives send hardly any of their kids to Oxford or Cambridge, which, for most, is the only route into the top professions.
Social Mobility is a myth. Sometimes a Worker proceates with a Lower Middle Class woman and the children are either one or the other, but never in between. But the whole notion of 'class' if faulty. The truth, spelled out in my long book of 850 pages, is that all human societies are made-up of social sub-sets, each with their own brain operating system. I am trying to get the book, principia Humanitas published, but if not, I shall give it away free on the net.
Look at this. All academic knowledge has a half-life of about 50 years. Academic knowledge has meaning and legitimacy to that sub-set for whom it was written, and not the working class. Therefore all uni exams are tests of cultural orientation, and not of ability nor intelligence. For highly intelligent working class folk like myself, (TV producer) with no qualifications, it seems that British society is run by a peculiar sub-set of people with qualificaions, but little intelligence. Therefore almost the whole of academic knowledge, that which is outside the sciences, has to be challenged, and qualifications must relate to knowledge of hard reproducible fact, and not to temporary fads such as the Social Sciences, and The Arts. That book, 'Principia Humanitas', will change the way in which the world looks at notions of intelligence, knowledge and social mobility. Alan Milburn's report hardly scrapes the surface of the historic injustice against working people.

It's ironic, and wrong, that Milburn's report advises free university education for those who choose to study from home.
Effectively, that creates a two-tier higher education system and consigns working-class kids to linmited choice ( wasn't "choice" the Blairite ideal in its pursuit of a neo-liberal agenda) . Most students have no choice. They either lumber themselves and their families with thousands of pounds in debt or opt out of higher education altogether. We know what the answer is. The restoration of universal , fair student grants under a progressive tax system. No tuition fees, no loans.
Milburn and his friends bleat at growing inequality. They have created it.
Education should be free for all, up to the level they can reach.
They can choose ;

Or a bit of both. Whatever suits them. Maybe both.
50% is not an insane target. The average IQ in the UK is easily enough for a 50% target.
